5 Alternatives to Dubai in 2026: Low-Tax Countries for Entrepreneurs

9 min readWith video

Leaving Dubai? Compare Monaco, Cyprus, the UK, Italy and Switzerland: personal and company taxes, residence routes, costs and who each country suits.

Monaco offers 0% personal income tax for most residents. Cyprus combines non-dom treatment with a conditional 60-day residence rule. The UK gives qualifying new residents 4 tax years of relief on foreign income and gains, Italy charges a fixed annual amount, and Switzerland offers very different arrangements for investors and working founders.

Those are 5 alternatives to Dubai worth comparing if you own a business or live from investments. The right choice depends on where your income comes from, whether you still run the company yourself, and where you want to spend your year. A low personal tax rate does not settle what your company pays.

Why look beyond Dubai?

Dubai still works well for many entrepreneurs. Fondaco is present there, and we continue to set up UAE companies for clients whose businesses fit. International connections, services in English and an established business community remain good reasons to live there.

But the UAE is no longer accurately described as a place where every business pays nothing. Under the ordinary corporate tax rules, taxable income above AED 375,000 is subject to 9%, with different treatment available where the relevant conditions are met. The UAE government's corporate tax overview sets out the basic framework.

A move might be about family, climate, access to Europe or how you want to live. It does not need to depend on predictions about a future UAE income tax. Compare the rules that exist, then the life each destination lets you build.

1. Monaco: 0% personal income tax on the Riviera

Monaco is the closest of these options to Dubai's headline personal tax position. Most residents pay no Monaco personal income tax on salary, dividends or capital gains. French nationals moving there are generally still subject to French income tax under the bilateral treaty, so the same result does not apply to them.

The setting is very different. Monaco is compact and established, with the Mediterranean on its doorstep. It suits someone who has already accumulated wealth and wants a quieter base more than someone looking for Dubai's scale and pace.

The company is a separate calculation

Owning a foreign company does not, by itself, produce a Monaco controlled foreign company charge. But that does not mean you can run any business from Monaco without local tax or licensing requirements.

The ordinary business profits tax rate is 25%. The Monaco legislation includes commercial and industrial businesses operating there whose turnover comes at least 25% from outside Monaco. Other activities can also fall within its scope.

Where the company operates, where decisions are made and what work you perform locally need checking before the move. A foreign incorporation certificate is not enough to settle those questions. Source-country withholding or other overseas taxes can also remain even when Monaco charges no personal income tax.

What residence requires

You need suitable accommodation and evidence that you can support yourself. For someone relying on wealth, acceptance by a Monaco bank can be a substantial practical hurdle. A bank's required assets or deposit are its commercial conditions, not a universal government residence fee.

Non-EEA applicants normally need a French long-stay visa for Monaco before applying for the residence card. French nationals have the separate tax issue mentioned above. Residence permission and proof of tax residence should be planned separately.

Monaco's main cost is the life you have to fund there. Housing can outweigh the savings for someone with moderate income. It makes more sense when you specifically want the Riviera and have enough wealth to support the move comfortably.

2. Cyprus: an EU base for business owners and investors

Cyprus combines a Mediterranean setting with an international business community, particularly around Limassol. English is widely used in business. It is quieter than Dubai, which can be either the attraction or the drawback.

The 60-day rule is conditional

The Cyprus Tax Department allows tax residence under the 60-day rule when you spend at least 60 days there, do not spend more than 183 days in another country, maintain an owned or rented permanent home in Cyprus, and have a qualifying local business, employment or office-holder connection.

The connection must meet the rules throughout the relevant period. Keeping the house and counting 60 days alone is not enough. Another country can still claim you as resident under its own rules; any applicable treaty then matters.

Non-dom treatment and the health contribution

Qualifying non-doms are exempt from the special defence contribution on dividends and passive interest. Dividends are also outside personal income tax. The usual non-dom period can last until you have been Cyprus tax resident for 17 of the preceding 20 years.

The health contribution remains. For dividend income it is 2.65%, with an annual contribution income ceiling of €180,000. That gives a maximum of €4,770 on this type of income: the same calculation applies to a €2 million dividend. The health system's contribution schedule distinguishes the rates for different income categories.

That is the personal layer. A Cyprus company's ordinary corporate tax rate is 15%. The IP box can reduce the effective rate on qualifying profit to 3%, but owning software or a patent alone does not establish eligibility: the development activity and qualifying expenditure matter.

A foreign company can have a different result, but a company genuinely managed from Cyprus may become taxable there. Treat claims of a complete 0% setup as something to investigate for your business, not a result attached automatically to non-dom status.

Getting permission to live there

EU citizens have a relatively straightforward registration route. For non-EU nationals, the investor permanent residence route requires a qualifying investment of at least €300,000 and qualifying annual income of at least €50,000, increased for dependants. Property VAT, where applicable, is additional. The permit has restrictions on employment; it is not a general work permit.

Cyprus is often worth considering for an owner who wants an EU base and flexibility over the year. Our Cyprus residence and tax guide explains the separate personal and company calculations in more detail.

3. The UK: 4 tax years in London with foreign income relief

London offers a global business centre, schools, universities, finance and extensive flight connections. For someone who likes Dubai's international character, those can be stronger attractions than a small low-tax jurisdiction.

The foreign income and gains regime, or FIG, can make the personal tax position work for a limited period. From 6 April 2025, eligible arrivals can claim relief on qualifying foreign income and gains during their first 4 UK-resident tax years, after at least 10 consecutive tax years of non-UK residence.

Covered foreign dividends, interest, rental income and gains can be brought into the UK without losing the relief simply because they are remitted. A claim is required; the exemption is not automatic. HMRC's FIG guidance explains eligibility.

The limit for an active founder

Foreign dividends can qualify, but moving to London and running your company from there creates a separate corporate residence or permanent establishment question. The personal FIG claim does not exempt the company's profits. Work performed in the UK also needs its own analysis.

These are tax years, not a guaranteed 48 months from arrival. Plan both the first year and what happens when relief ends. After the window, ordinary UK taxation of worldwide income and gains generally applies.

Immigration is another hurdle unless you already have the right to live in the UK. British and Irish citizens are in a different position from new applicants. Global Talent may suit an eligible specialist or founder; Innovator Founder requires a qualifying innovative business and endorsement. Neither is an automatic residence route for someone with money to invest.

London fits someone who genuinely wants a few years there and has eligible foreign income. It is a poor choice if the entire plan depends on treating work done in London as untaxed overseas income.

4. Italy: a fixed annual charge for substantial foreign income

Milan offers a major European business centre with access to the Alps, lakes and coast. For wealthy newcomers, the attraction is living in Italy while making the tax on covered foreign income predictable.

For new arrivals within the 2026 rules, the annual substitute tax is €300,000, with €50,000 for each family member added to the regime. It can last up to 15 years. Eligibility requires non-residence in Italy for at least 9 of the preceding 10 tax years. The increased amounts are confirmed in KPMG's summary of the 2026 Budget Law.

On €3 million of covered foreign income, €300,000 is 10%. On €10 million, it is 3%. Those examples measure the Italian substitute tax only; taxes charged by other countries can still matter.

What the flat tax does not cover

Italian-source income remains subject to ordinary taxation. Gains on qualifying substantial shareholdings during the first 5 years can fall outside the regime. That exception matters if the move is meant to precede a company sale.

Your own work and business management also matter. Income does not become foreign-source merely because a customer pays a foreign company or the money arrives in an overseas bank account.

EU citizens can use free movement subject to local registration requirements. Non-EU applicants need an appropriate immigration route. Italy's investor route includes qualifying investments of €250,000 in an innovative startup or €500,000 in an Italian company. Elective residence may suit someone with sufficient passive resources who will not work.

Italy makes most sense when income is substantial and you actually want to live there. The annual charge does not fall simply because your investments had a quiet year.

5. Switzerland: different rules for investors and working entrepreneurs

Switzerland's appeal is stability, banking, infrastructure and the quality of everyday life. Tax treatment depends heavily on where you live, and on whether you continue working.

Expenditure-based taxation

Eligible foreign nationals who do not pursue gainful activity in Switzerland can use expenditure-based taxation in cantons that offer it. Broadly, you must be arriving for the first time or after at least 10 years away.

The calculation starts with living expenditure and statutory minimums. For someone with their own household, 7 times annual rent or rental value is one minimum. The federal minimum assessment base for 2026 is CHF 435,000. Ordinary tax rates are applied to the relevant base, with additional control calculations and cantonal requirements.

CHF 435,000 is therefore not the annual tax bill. The bill depends on the canton, municipality and circumstances. The Federal Department of Finance explains the system; the 2026 federal adjustment sets the minimum base.

Zurich and both Basel cantons are among the cantons that have abolished the cantonal regime. Running your business from Switzerland is not compatible with assuming you qualify as a non-working resident.

Ordinary taxation for active founders

Working entrepreneurs can instead consider the ordinary system. Some municipalities in lower-tax cantons have corporate burdens around 12%, but that is not the owner's total tax rate. Salary, dividends, wealth tax and social contributions need their own calculation. The location and company size can affect the result.

This is why choosing a canton comes before treating Switzerland as a single tax offer. A company rate from Zug cannot be used as a promise about your household's overall bill elsewhere.

For non-working EU/EFTA citizens, residence generally requires sufficient financial means and comprehensive health and accident insurance. Swiss migration guidance explains this route. Applicants outside that group face different admission rules; a favourable tax arrangement alone does not grant residence.

Switzerland suits someone who values the country enough to accept a low or predictable bill rather than insisting on 0%. Housing and everyday costs belong in that comparison too.

Questions

What are the best low-tax alternatives to Dubai?

Monaco, Cyprus, the UK, Italy and Switzerland suit different situations. Monaco offers no personal income tax for most residents; Cyprus has non-dom treatment; the UK has time-limited foreign income relief; Italy has a fixed annual charge; Switzerland has expenditure-based or ordinary taxation. Your business, income and right to live there determine which is workable.

Can I keep my Dubai company if I move to Europe?

Potentially, but keeping the company registered in Dubai does not preserve its tax treatment by itself. Where you manage it, perform work and maintain operations can create tax obligations in your new country. Your personal dividends are a separate question.

Is Cyprus tax-free for someone moving from Dubai?

Not automatically. Qualifying non-dom dividends are exempt from personal income tax and special defence contribution, but health contributions can apply. A Cyprus company ordinarily pays 15% corporate tax. Residence conditions, company management and foreign taxes still need checking.

Can I move from Dubai to London and pay 0% tax?

Eligible new residents can claim UK relief on qualifying foreign income and gains for their first 4 UK-resident tax years after at least 10 consecutive tax years of non-residence. It does not give a blanket exemption for UK work or a business managed from the UK.

How much is Italy's flat tax for new residents in 2026?

For new arrivals under the 2026 rules, €300,000 annually on covered foreign income, plus €50,000 for each family member included. It can run for up to 15 years. Italian-source income and certain substantial shareholding gains are outside that treatment.

Is Switzerland's CHF 435,000 lump sum the tax payable?

No. CHF 435,000 is the 2026 federal minimum assessment base for expenditure-based taxation. Tax rates are applied to the relevant base, and cantonal minimums and control calculations also matter. The regime requires no gainful activity in Switzerland.

Do French citizens get 0% income tax by moving to Monaco?

Generally no. French nationals moving to Monaco are normally subject to French income tax under the bilateral treaty. Limited historic exceptions are not a general route for new arrivals.
